Tn any Handicap Pace (except the Wairarapa Cup Flandican). the winner of anv Flat Race after declaration of weights shall carry a penalty of" 101b. and of every additional race a further penalty of Gib extra. Horses handicapped at Sst 101b and over to carry only half the above penalties. Or, if the Handicapper considers it necessary, ho may increase the above penalties.
