In any Handicap Race (except tho Wairarapa Cup Handican), tho winner of any Flat Race after declaration of weights shall carry a penalty of 101b, and of every additional race a further penalty of 61b extra. Horses handicapped at .Bst 101b and over to carrv only half the above penalties. 'Or, if tho Handicapper considers it necessary, he may increase the above penalties.
