WITHDRAWAL OF BRITISH TROOPS. THE COMMANDANT SURPRISED. (Received L;wt Night, 5.5 o'clock.) LONDON, November 16. The British troops in South Africa, with the exception - of 6500, are shortly to be withdrawn. It is stated' that this decision lias been arrived at owing to the South African Union having its own defence scheme. Commandant Beyers, of the South African Forces, who is at present in London, lias expressed surprise at the sudden announcement of the Imperial Government, especially as the local defence is composed solely of infantry.
