Tn any Handicap Race (except the Wairarapa Cup Haudicao). the winner of any Flat Race after declaration of weights shall carry a penalty of 101b, and of every additional raco a further penalty of Gib extra. Horses handicapped at Bst 101b and over to carry only half the above penalties. Or, if the Handicappor considers it necessary, he may increase the above penalties.
