Speaking in the Belgian Parliament, the Prime Minister stated that tho Powers guaranteeing Belgian ijude--pendence were diverted into opposing and Belgium must therefore, rely on herself. The Government was anxious, and he hoped Parliament would vote money, for the necessary measures to defend (lie country's independence. This declaration has made a profound imnression.
