SPEECH BY MR BONAR LAW. "A TERROR OF TYRANTS.'* (Received October 28, 8.40 a.m.) LONDON, October 27. Mr Bonar Law, leader of the Unionist Party, was the, guest of the Nonconformist Unioaysts; yesterday. Alluding to the Government's refusal to accept an amendment to the Horn® Rule Bill giving power to the Trifch Judiciary, he said the Court bad al-ways-been a terror to tyrants. To them Hampden had appealed agai the despotic King; it was equally necessary to be able to appeal against the tyranny of a majority.. If, as.Mr Churchill had suggested; after Home liule had been passed there would be a goneral election before it becaihe operative, it meant that the Government defeat ' : Mr Bonar Law predicted bloodshed in Ulster before Home Rule .became law, and trouble in the rest of Ireland when'the law was reversed.
