AN AMENDMENT LOST. DEBATE CONTINUES.

Mr Waldorf Astor, Unionist member for Plymouth, has moved an amendment to prevent the Irish Parliament from legislating to deprive the people of their liberty, without due legal process. The Premier objected to flu's limitation, which would enthrone the judiciary and the ultimate Tribunal with the very problem that is now being discussed in the United States. As to whether it is safe for the legislature of a democratic community .to work under fetters.

Mr Bonar Law, leader of the Opposition, recalled that Mr A-squith had voted in favour of the amendment in 1893.

Mr Astor's amendment was defeated by 2!)9 votes to 197. Clause 3 was guillotined, shutting out fifty-two amendments.
