The Novoe Vremya, reviewing the Triple Entente first in the Far East, arid now in the Near East,. states that France has failed Russia, while the agreement with England tied Russia's hands in regard to Persia. The paper declares that Russia cannot permit every combination she.enters into to bring her loss, and violently accuses M: Saaionoff, Minister of Foreign Affairs, for failing to co-ordi-nate the policy of Russia's allies and friends in connection with the Balkans.
