CANNOT COMPLY WITH POWERS' WISHES. ! TROOPS ADVANCING ON FRONJ TIER. | (Received Lust Night, 11,10 o'clock.) BELGRADE. October 14. •The Servian reply is practically identical with that of her allies. She regrets her inability to comply with the Powers'. wishes, owing to there being an insufficient guarantee of the execution of reforms. The Servian Government simultaneously forwarded to the Porte a memorandum demanding reforms, in Macedonia in consonance with Article XXIII. under the control of the Powers and the Balkan States, also an immediate Turkish demobilisation. The Skupshtina lias adopted a three-month moratorium. Troops from Nish are advancing on Vranja, Ristovuc and Deveti, frontier towns. The Premier, in an interview, accused Turkey of arming irregular bands of marauders and. vagabonds, and loosing them upon the unprotected Servian population in the .Rosovo district, from whence eight hundred families have refuged in Servia. Ho added that Servia demanded ethnical autonomy for the oppressed Servians in Turkish provinces, including Novi Bazar.
