CO-OPERATIVE WORKS.
Ine co-operative system of carrying out public works was Again under the review of Parliament yesterday. The opinions expressed • were as diverse as they were illogical. The cooperative system has now been in operation lor nearly twenty vears. e have watched it very closely throughout thrs period, and we say unhesitatingly that it is one of the most wasteful, extravagant, and unsatisfactory systems that was over introduced. .It has been a veritable sink for public money, as was Illustrated by the snail's progress made on tile Main, Trunk Railway. There is nothing; at all to recommend, it, excepting that it provides congenial employment lor out-of-work clerks and city incompetents, and gives the Government of the day control over a. certain number of votes. Wo would be glad,,,and the taxpayer* of th/ 1 Dominion would be glad, if the' Minister of Pnblio Works were to stiffen his back and say, "We will have no more of this extravagance!"
