There is nothing; at all to recommend, it, excepting that it provides congenial employment lor out-of-work clerks and city incompetents, and gives the Government of the day control over a. certain number of votes. Wo would be glad,,,and the taxpayer* of th/ 1 Dominion would be glad, if the' Minister of Pnblio Works were to stiffen his back and say, "We will have no more of this extravagance!"
