Mil BALFOUR SAKCAidO. TWITS WINSTON CHURCHILL ON HIS IRONY. (Received iMigftt, 10.-10 o'clock.) LONDON, October 10. Tho Hon. A. W. Balfour, spoking at Haddington, twitted the Right Hon. Winston Churchill that his Dundee speech was quite misunderstood. It was really a masterpiece of political irony. Mr Winston Churchill had returned from his Belfast expedition quite convinced Home Rule was an absoluto impossib lity. Failing to ronvineo his colleagues on this point, he has suggested a system of decimal fraction Parliaments, which made Homo Rule utterly ridiculous.
