THE TERRITORTALS.
There is something radically wrong with the Territorial defence system in New Zealand. ' The young men appeal- to treat it with silent contempt, and outside the camps we doubt if any enthusiasm at all is displayed. In the Wairarapa, not one half of the men turn out to parades, and those who nnswer the summons do so unwillingly. A distinct hick of
discipline is observable, and no serious attempt is made to acquire knowledge of either drill or the art of shooting. If an investigation were made, it would probably be found that the Territorial force is not. nearly -:is efficient as the Volunteer service that it KUp-soded. Considering the enormous sum of money that is being expended upon the new system, the Dominion has a right to expect that active measures will be taken to produce something like an efficient force. The men should be told plainly that thoy cannot shirk their responsibilities.
