Mr Morrison, who was recently ap r pointed adviser to the Chinese Government, in an interview with the Frankfurter Zeitung, said that everybody fcrtew the reasons for Japan and Russia entering the four-Power syndicate. Japan, despite the competition of her business men with tho keener Chinese, had not abandoned Manchuria, while Russia was less aggressive because she feared China more. Tho entering of the fourPower syndicate by Russia and Japan would mean an increase in their influence, but would hinder rather than promote that growth of China's powers which the six-Power syndicate originated.
