Tho Land Bill had hardly seen daylight before its author recognised that there would be an outcry if the right to purchase were extended tenants under tho Land for Settlement Act, and withheld-f rom holders of leases-in-per-petuity. Tho Hon W. F. Massey has consequently given notico of his in-tention-to extend the provision to lessees-in-perpetuity. Wo should think he would bo well-advised in going further, and embracing also the holders of renewable leases. First of all, ho\v- ' ever, he will require to convince the country that the terms upon vliiek tho fee simple is to bo offered are equitable On this point there U fa striking divergence of opinion. Our own view is, as stated in our issue of Saturday, that the proposals for conversion will be found unworkable.
