Lord Roberts, speaking at Norwich, said that the navy must bo considerably increased, and the army made suiheient in numbers and efficiency to free the navy from tho necessity of living tied to the British shores. Compulsory training, ho said, was the only chance of holding their own against the highly trained foreigner. It was the only system that was fair to the and poor alike. The recent naval manoeuvres .showed clearly that it was possible for transports to elude the defending fleet and land a considerable force.
