REJECTED BY TURKEY. (Receive I .Tliis Morning, 12.45 o'clock.) LONDON, September 20. . The- Times' Constantinople correspondent states that the Italian delegates have submitted 9 counter proposal virtually amounting to the sale of rights over the African provinces. It is -believed that ■•'the Council of Ministers has instructed the Turkish delegates to intimate that they are unable to discuss monetary compensation for the loss of rights. If Italy has not better proposals than these, it would be better to suspend nego- J tiations. i .- I
