THE Sl£Gt SUPPRESSED JMPCKTAX L' CONCESSIONS. <; Received htuit Night, o'clock.) CONSTANTINOPLE, September 17. The Cabinet, has suppressed the state of seigo at Constantinople, and has extended to all parts of the Empire the concession* granted to the Albanians, except the. condition regarding the local military service, which is considered impracticable, owing to strategic requirements. Cihinet has aW> decided to engage six English advisers for the Departments of Public Safety, Police, Posts and Telegraphs, and Statistics. Advisers belonging te other nationalities will be engaged for other Department.
•' A sum of filo.OOO has been voted to compensate the relatives nf the Kocham victims, and £20.000 to initiate reforms in Albania.
