MASTERTON COUNTY COUNCIL

MONTHLY MEETING

The monthly meeting of the Mu.sterton County Council was hold yesterday afternoon, there being present Crs W. J. Wcldh (Chairman), B. Fonr.an, O. Kebbell, h. Toogood, W. Miikr, and A. Murray.

Leave of absence was granted to Crs. Percy and Beetham. It was decided that permission be granted to Mr W. H. Cruickshank io remove the gate on the Manga re; Road, and fronting his property. A ratepayer wrote asking that attention be given to the state of the culvert on -the road fronting his pro» perty. It was decided to refer the matter to the Engineer. The Wairoa County Council wrote in regard to the difficulty of collecting rates from the aboriginal natives. It was decided to instruct the Wairoa Council that the Masterton County Council is in accord with it in the matter.

Messrs Pinhey Bros wrote drawing attention to the excessive speed at which motor cars travel on the Mas-terton-Tinui Road, and asking that the Council limit the speed of cars while travelling on dangerous parts of the road.

Cr. Toogood .said that he agreed with Mr Pinhey, motor cars on tho Tinui Road were becoming a positive danger to vehicular traffic. It was decided that the representatives of tlie riding and the Engineer take steps to erect notices as dangerous parts of the road, warning motorists of the danger cf travelling at excessive speed.

Mr W. C. Buchanan, M.P., wrote stating in regard to tlie recent decision of the Advance Board relating to Local Body loans, that no further loans would be made to Local Bodies which had loans of £SOOO or over, but this order might be rescinded if money became more plentiful. (Received.) . It was decided that tlie question of erecting a gas lamp at the entrance to the Masterton . Hospital be held over until next meeting.' A letter was received from the Masterton Borough Council in reference to the northern approach, agreeing to tlie amended .scheme of the ' County Council, provided the Borough retain the balance of money in hand/ for the completion ofthe work on the Borough end of the Approach. It- was decided that the County Council agree to the request. A letter, was read from Mr Coleman Phillips asking the County Council to appoint a dielegate to attend a deputation to the Premier re (1) Dominion Political capital; (2) Rimutuka Deviation; and (3) East Coast Trunk Railway. (Received.)

A letter was read from tie Wairoa County Council covering a r<i?oiutio'.) in reference to applying i.o the Public Works Department for a Standard Bridge Plan. On the motion of Cr. Murray ii was decided that tlie Wairoa Coun-. til be informed that the, Masterton Council is not in favour with the movement.

The "'-Financial Committee's report' was read and adopted.

It was decided that tlie whole Council be constituted'a Committee to deal with the.,matter of purchasing a, motor-car for the use of the Engineer, the Committee to meet and roport at the next .meeting of the Council. The monthly report of the County Engineer was read and adopted. ,

FINANCE COMMITTEE. ' The Finance Committee met yesterday morning. The treasurer reported as follows: Genera? and fund account, dr., £2!)6f 5g sd; local bodies loan account, cr. £521 2s; accounts dr. balance, £2050 9 S 8d; receipts since August 13th, £3BB 6s Id. )

Accounts amounting to £1077 4s , lOd were recommended for payment. j It was decided that the committee \ :be of opinion, that the County engineer 1 should have a discretionary power as to tho rate of pay to fee made for any permanent or casual labour which ho may find it necessary to engage.

It was" decided to recommend tho Council to bo represented at the Conference relating to accident insurance, promoted by the Akitio County Council, and {lUggeits the appointment of D. J. Cameron for the purpose.

Mr W. David son's application for compensation for the accident which he met with recently was referred to the County solicitor for an opinion as to the Council's position' in the niat•ter.

It was decidc-d on the. motion of Cr. Murray, seconded by Or Welch,_ "that •bho Masterton Beautifying Society be informed in answer to their request for financial assistance from the Council. that the funds at the Council's disposal are more appropriately utilised in providing,• goo-i roads of access to tho town than in 'assisting to csrry out tho objects the Society have in view, the laudable nature of wlr.ch the Council fully appreciates." It was resolved that application bo mfide as r*oou as possible for the 'sum of £SO to he placed on the supplementary estimates for work to bo carried out on Lett's Road.
