DECLARED AT SEBASTOPOL NO PARDON POSSIBLE. (Received Last Night. 11.20 o'clock.) ST. PETERSBURG, September 9. A Naval order has been issued expressing deep regret that it has been found necessary to declare martial law at; Sobastopol. The order states that the Czar has summoned the Navy to new life, and the people's representatives had given it confidence and abundant resources.
The Emperor lias now summoned it to do its dutv towards the disloyal. .
No pardon, it says, will be possible. Fortunately the seeds of disorder have only attacked a few ships.
The Czar thanks those crews which liavo conscientiously done their duty. Correspondents point out tho significance of the order, owing to tho categorical denials of recent reports of mutineers and the bombardment of land forts.
