Herbert Samuel, V C Postmaster-General, read a paper before- the- British .Association on -the question of a '.'Federal Government." Ho declared that the conclusion often drawn that the naval evolution of the States was towards .centralisation was wrong and harmful, lb was reallv through decentralisation that the unity of the British Empire would bo preserved. Federation, '.ho said, must play a leading part m tho dealing with Empire problems, but the creation of Federal Executives was surrounded with most formidable dit-Jt-ulties. He asked, could statesmen, •drawn 'from the Dominions _as members of an "mpire Executive, ■conduct a variety of current business ■and keep in such dose touch with their •respective countries as to remain au•Ahoritati/e' exponents of tlieir views."
