THE BALLOT SYSTEM.
When the Government is bringing down its land settlement proposals, it will do well to give consideration to the method under which Crown lands are disposed of. It cannot be claimed that tho present system is either morally or judicially correct. It is, in point of fact, a- more vicious form of gambling than either fan-tan or the totalizator. Scores, nay hundreds of people have been practically ruined by it, while thousands have suffered inconvenience, hardship and disappointment. - Some regard should be paid for priority of-application as well as for the circumstances of the applicant. It should not be possible for a man with a family■ ;to apply .tor a hundred -sections withotrfc being successful.
