AM IMPORTANT MEMORANDUM
URGENT REFORMS NEEDED

LONDON, August 28
Tho Commissioners of the National j Education of Ireland, composed of I Protestant and Roman Catholic*, being unable to obtain an interview with either the Premier or Mr Birrell in connection with tho provision for primary education under the Home Rule Bill, liavo communicated a memorandum to tluV Press, showing that tho expenses of the Department are increasing automatically. Urgent reforms aro long overdue, and yet, under the Bill, the existing position will be streotyped. Tho normal development of tho ndminis'*ration will cease unless the Home Rulo Government effects savings in other public departments, or impose fresh taxation on the Irish taxpayer.
