IMPOSSIBLE TO SECURE MEN

The general conditions Canada, are so prosperous that it is impossible to secure men in Canada for the training-ships Rainbow and Nioble.
Efforts are being made to recruit sailors in England. Desertion recently from tho-Cana-dian vessels are reducing the crews to vanishing point.
