KIEL DOCKYARD
PROPOSAL TO DISCHARGE MEN. (Received this morning, 12.24 o'clock.) BERLIN, August 21. The Imperial dockyard at Kiel has intimated that it must discharge a thousand men unless it is afforded adequate means for executing the workon the scale provided for ,iii the navy law.
