ULSTERME.N WILL NOT SUBMIT.
(Received Last Night 9.15 o'clock.) LONDON, August 22.
The Times forecasts that the Ultermen, at a meeting to be held at Belfast on September 28th, will enter into a solemn covenant not to acknowledge the Irish Parliament, nor to obey its laws, or pay its taxes. It is expected that the- covenanters will number half a million.
There is reason to believe that the leaders will announce a draft cf the constitution they set up contingent upon the passing of the Home Rule Bill.
The Times adds that the stories of an armed rising which were current in Liberal arc untrue.
