PANAMA CANAL BILL
MESSAGE TO CONGRESS
QUESTION OF TOLLS
(Received this morning, 12.10 o'clock.)
WASHINGTON, August 20. President Taft despatched a special message to Congress suggesting legislation permitting the passage of American ships without tolls, and also to allow foreign nations to test the position by lawsuits in the United States Courts.
Congress will consider the message immediatelv.
Mr Taft emphasises the importance of tho United States keeping its' solemn treaties, and declares that he is confident that exempting coastwise vessels of the United States from tolls is no infraction of the Hay-Paunce-foto Treatv.
