WASHINGTON, August 19
President Taft has informally discussed with members of the Cabinet the Canal Bill No decision was reached in regard to the Presidential veto. President Tuft .is anxious to secure a legal test regarding free tolls for American ships. It is understood that the Cabinet regards the clause as not in conformity with the HayPauncefote Treaty. President Taft will confer with the leaders of the House and the Senate, He has been informed that it is too late- to amend, and that he must veto the Bill unless the Republicans and Democrats agree upon a joint resolution, allowing that the United States hag no> intention to abrogate the Treaty with Britain.Such a resolution would permit foreign countries to test the validity of tli3 Act in the United States Courts.
