CONCERTED ACTION ARRANGED I SECURITY FOR PEACE. (Received Last Night 5.5 o'clock.) ST. PETERSBURG August 17. M. Poincaire, Premier of France, has concluded his visit to Russia. It is announced that the conversations which have passed have enabled the Government to arrange- concerted action.
The ties between the two nations were never stronger. The alliance remains as a precious guarantee of the maintenance of the. peace and equilibrium of E'irope.
