Tho Emperor Francis Josef sanctioned M. Borclitold's suggestion that the Powers should exchange* viewy on the Balkan situation.

LONDON, August 17
IHio Westminster Gazette says there are indications thai the lrag-predicted catastrophe is near; also, the downfall of the regime of the Committee of Union and Progress in Bulgaria. The Serviam Agreement, to which Montenegro is privy, the Albanian movement, and the war fever in Bulgaria owing to the Kochana massacre, are facts of the highest importance. All Europe is asking whether Austria is likely to back Bulgaria to the extent of permitting an ultimatum to Turkey demanding Macedonia's autonomy. "Austria," says the Gazette, "ig apparently waiting to see how Russia and Germany will act."
