SYDNEY, August 11. Speaking at tho opening of the Coogee' tram service the Hon. Jb'v. McGowen declared that before the suburban railway system could be introduced and the tramways put underground, six or seven millions of money would be required. The prob lems of the future, he said, were not only great and acute, but would entail taxation upon the shoulders of the people. .
