COMPLETE RELAPSE AN OMINOUS SIGN. (Received Last Night, 10.2 o'clock.) TOKIO, July 26. The Mikado has suffered a complete relapse. The absence of an evening bulletin in regard to his condition is consideied an ominous sign.
