LONDON, July 21. A Caiifornian traveller reports that Francesco Suarez,' with native forces, •lias established control at Beni on the <river and exacts rubber /frcim t*io natives by horrible atrociitiee. Suarez aemaetsed a faibulous fortune. He subjected the natives to progressive amputation torture, and finally to decapitation. Others were imanaeled and left to perish from beat r.nd starvation:.
