WASHINGTON, July 21
The unofficial opinion regarding the !Raie«o-Japane6c treaty is that it is an agreement between tbo two counto interfere with each- other on ,cc.rta-:n definite 7-ont-is; that such agreement has no binding force on any nation not a party thereto, and that, therefore, the status quo in China will not he affected.
