LIMIT TO MEMBERS SPEECHES. (Received Last Night, 8.35 o'clock.) MELBOURNE, July 18. The Federal House carried ' an amended resolution placing the outside limit, exception in a few specialised instances, at sixty-five minutes for members speeches, and not allowing more than two speeches of 20 minutes each, on any one question in Committee.
