SYDNEY, July 16. Sir Sweet Escott, the new Governor of Fiji, in a speech, said that the administration of the New Hebrides was a very difficult task, owing to dual control by England and France. He did not favour the condominium: he would welcome any change that would give the British Commissioner greater powers. .. \
