THE Wairarapa Age MORNING DAILY. THURSDAY, JULY 11, 1912. THE NEW MINISTRY.
The composition of the new Mku'stry, as announced by Mr Massey yesterday, is as near as possible as we anticipated 'in our issue of Monday last.. The Prime Minister takes the portfolios of Lands, Agriculture and Labour. It is just questionable whether he has 'not placed upon his own shoulders too heavy a 'burden. Tlu portfcCibs of Lands and Agriculture •will involve- a. great deal elf application and •smpe.rviision, and Mr Massey anight well have spared himself the responsibility of Labour. However, as this, is a Department which should Ibe controlled by a .representative why is Hot depe'ndent upon* the votes r >f the 01%, and who possesses firmness anxt tact, thePdme Minister has perhaps done the alight tMng in taking this unpleasant fort-folio liimseftf. Mr W. H. Hemes becomes Minister for ■Railways and Native Affairs. The imomlber for Tawanga w one of the midst- popular and ibusiness-like men im the House, and he .may bo expected to do full justice as first lieuthinant to iii<i P.ime Minister. Mr James Alien 1 is specially qualified for the positions of Finance, Defence and •Education. He an ay be regarded as an expert in each of these Departtaents, .and away be depended upon to give a good -a coon n of himse'lf. Mr A. L. Herdiman' is" in his right position as AHorney-G-eneratl and Minister of Justice, in each of which Depart•menlfcs his professional experience w!i!I BtaiVtl 'him in .good stead. Mr W. Eraser should mako an ideal Minister trf Mines, though 'his capacity to undertake till? arduous duties of Public
Works lias yet to bo demcusiirated. Ho is a nnin of very strong # convictions and considerable administrati'e ability. Mr F. M. B. Fisher—the ■platform man of the team— lias be&u entrusted with iC'ustcms .and Marine. Ho is, 'perhaps, the i.urprise of the new Cabinet, 'but he may prove himself one of the strongest men. in the Ministry as'time goes on. Mr ;R. I-k.-.uon Rhodes shbuld make an ido-.v-l Pctiir.aEt.cr-Gcnc.ral, icr 'lib has a pleasant manner svnd u good deal' of In: sinews' acumen. As was expected, .\*>.- I::. ,D. Bell, a man. <if wide xnv-.iair.e--.-it;::y experience and great ability li -T" 'b'er.vi selected for the post of Leader of the Council. No better 'appointment could possibly Wave been made. That he is omtnently qualified for this position nobody will dispute; but at -is contrary to the r,siu«i practice to place so important a portfolio ay that of In'ter!nal: Affair- in -the hsJnds of .a genitlenicr.r who iv "ivot 'responsible, to -a constituency. Br Pom are 'has been aip!F,-;'irtcd u member eff the Executive representing the Native race, and hh appointment well give general satisfaction. Taking the Ministry as a whole, wo have no; hesitation in saying that it is one of the strongest that, has ever occupied the. Treasury .benches of 'the Dominion. The North J stand has a preponderance of imemibers in the Cabinet, but this has aiopacently he-en unavoidable. liJadli* of the large provinces in the South Isbinrt can, however.-. cval : ;nv a. representative. The Prime Minister is to bo 'congratulated upon having .secured 'the services of men of conspicuous ability, did we are confident tba.t, however long they may occupy the. Treasury benches, the n.e\v Ministers will give a good account of themselves..
