The Hon. Sir William Steward moved, itthe- Address-int-Reply, dealing with tHie Speech in a general way. Borrowing was, to his mind, the wov-i; possible way of tarring on the affairs <>f tho (country. He hoped, the Arbitration Act would be completely re-cast Imprisonment for -striking shon.d be abolished, and when a Union went to the Arbitration Coulrt, it should be made to give a guarantee that an agreement would be.observed. He would 3ia/ve profenred a much broader policy to lead the Democrats of New Zealand.

The debate wais adjourned, and the Council rose.
