ADIDRESS-IN-REPLY
The Hon. Sir William Steward moved, itthe- Address-int-Reply, dealing with tHie Speech in a general way. He coiirtended that the time had arrived for tho modernisation of the railway .system. The Hon. T. Y. Duncan -j.jcon.ded the motion. He agreed that tho land question was the most important, and would remain/ so. He urged that the Government should do all possible to inatiate fruit farms. There w:\s nn.ch Jamd in New Zealand suitable for fruit-growing. The Hon. J. Rigg considered ;iut a? ! a declaration of policy tho fcptedi ' was a veiy feeble effort. Borrowing was, to his mind, the wov-i; possible way of tarring on the affairs <>f tho (country. He hoped, the Arbitration Act would be completely re-cast Imprisonment for -striking shon.d be abolished, and when a Union went to the Arbitration Coulrt, it should be made to give a guarantee that an agreement would be.observed. He would 3ia/ve profenred a much broader policy to lead the Democrats of New Zealand.
The debate wais adjourned, and the Council rose.
