. U. S. ARMY AND NAVY, EESULT OF A VETO. (Received June 28, 12.30 p.m.) WASHINGTON, June 27. President Taft is appealing to Congress to provide funds for officers and men of the Naval Service left without pay through tho veto imposed on the Naval Appropriation Bill in consequence of the Bill containing "tacked on" measures. The United States is now without funds for the Army and. Navy officials, and the Government is liable to fines if it conducts the Government machiaery without funds.
