QUESTION OF ALLIANCE
FRENCH NAVAL MOVEMENTS

PARIS; June 15. M. Pokcaro, Prime Minister/ speaking in. the Chamber cf Deputies, in reference to the Press suggestion to transform the entente with Britain into an alliance, said that the entente, though not written on parchment, had the support of n majority of both nations. Its strength lay in its present form. Am alliance was he aiid, unnecessary, and would be a mistake (cheers). The relations with Germany were loyal. It was correct that M. Delcasse, Minister of War, had issued an order for the concentration of the destroyers scattered in the Channel and on the Atlantic Coast under one command, in order to assume the protection of the French Coast. ' He presumed that the order was based on the assumption that In the event of war of an offensive character, these waters would be taken by England, while the* main French battle fleet would be concentrated in the Mediterranenn.
