SPEECH BY MR BALFOUR TROUBLE PREDICTED. (Received Last Night, 10.10 o'clock.) LONDON, June 14. The Right Hon. A. J. Balfour, speaking at Preston, said that the Home Rule Bill would not relievo the. House of Commons of Irish questions, but Parliament would find itself in eoniflflict with Sits- Dublin offspring. It was madness, he' said, to give a national organisation without national powers. Mr Balfour predicted, that after suffering from friction the Irish would revert to the union which now they were so rashly leaving.
