SPEECH AT ROTORUA
ROTORUA, Last Night. T]ie Hon. W. b. 8. Mac-Donald, fiddressed a large: meeting 'here to-night. He said .a progressive public ' works policy was essential to the proper -development of the country.- Native land-owners ishould he placed on the same footing as Europeans as regards Oocal taxation; hut 'safeguards were necessary in respect of the land. Dealing with the next session, he Vsaid he would' introduce an, tannerodment of 'the "Native Land Bill, embodying the suggestions' of the Native Land Count Judges, based on experiences of the 1909 Act.' He paid i compliments to Sir James Carrol, iwlfo had endeavoured to do 'his duty to both Maoris and Europeans.
