SCENE IN THE REICHSTAG CHANCELLOR AND MiNISTEiRS RETIRE. (•Received Last Night-, 5.5 o'clock.) BERLIN, May 18. Herr Sehneidemann, speaking in the Reichstag, said the Kaiser regarded the incorporation of Prussia as the worst punishment he could inflict upon an. insubordinate province, and equivalent to penal servitude, the loss of civic rights, and degradation to the lowest rank of the Federal system. The Socialists, TTe said, desired tbiat Prussia should no longer be regarded as a German Siberia. This statement w t as received with tumultuous pro tests. Herr von Bethmann-Hollgeg, Chancellor of the Exchequer, signalled to the President of the Reichstag for a rebuke, and as this was not forthcoming, the Chancellor and all the Ministers quitted tihe Reichstag, and were absent for two hours. They returned only after Herr Schneiden-mann had been called to order. Herr von Bethmann-Hollweg, referring to the Alsace-Lorraine Diet's censure of the Prussian authorities for withdrawing orders for locomotives, said the Kaiser's warning was justified, but was not intended to encroach upon the rights of the Federal Council or of the Reichstag full responsibility for the situation arising from the incident.
