The com.mitta'o was of opinion! .that .the Bill would en.tail up,o.ir thje .oify a 'large inoreas'e in .its contribution, .to (hicepital and charitable aid;, ■and a -new charge in res'peot of 'education. The Committee .could not see ithat any Ibonefi/t 'wtfuld accrue to the •Cifit-y tin any way comparable to the .grave' risks invOlvicd.
