Boresford, speaking at tho Municipal Association dinner, said that ho was gratified at the recent developments in the war staff, iwhich had hud plans enabling the navy _ to meet any emergency. Organisation, he said/ was more valuable than the expenditure of ten or fifteen millions in battleships.
