The agreement between the shipping companies and the wharf labourers, drawn up at the conference held in January, has not- been sign«l by the President of the Wharf Labotuers' Union, because it provides heavy penalties for. striking. The action of the president ; n refusing to sign the agreement, was endorsed by ,a mass meeting of the in«n.
