Emile Gomez, a Mexican kuyer, has been proclaimed provisnnai president of Mexico by Gener-il Oigzco'. The provisional capital now is Jaarez. The- appointment has been made chiefly with a view to its encct upon the United States; which has hitherto refused recognition of the of the rebel movement.
