THE GOVERNMENT WARNED FINANCIAL PROPOSALS IMPfI \CTTCABLE. (lleceiyed Last Night, 11.25 o'clock.) LONDON, May 2. Tho Right. Hon. Sir Robert .'inlay, member for Edinburgh, has warned tho Government that persistence in the Homo Rule Bill will mean civil war. If Federalism is the object, then Ulster's , claim for separate treatment is irres'.st-1 ible. Colonel Scely said that if the Nationalist leaders meant what they sa ; d. religious intolerance- and persecution would be impossible. He believed that tho Irish will work the Bill honourably, and make Ireland the bilwark of British liberties. Mr William O'Brien leader of the O'Brienites, declared that the Bill would effect a reconciliation, hut the financial proposals were .impracticable, and could not be final. He trustee! that a safeguard would be given to the Protestants by a firm grip on the Irish Parliament Half the Senators and a fourth of the Commons should bo Protestants.
