Are there two men in the whole district who «.re competent., to adjudicnte .upon the different proposals contained in the Bill P What, for instance, does the average County Councillor knew of municipal control,, or the Borough Councillor cf County ' questions? What special knowledge has- either of • rtih-efrn. of the cha<ritable aid or education, issues? (Row can a conference such as that proposed reflect the opinions of local bodies which have aieveir had -an- opportunity of diecussing the Bill? The whole thing j'b hurocTOUsly absurd.
