NO NATION SEEKING TO QUARREL WITH GERMANY.

BERLIN, April 23. In introducing the Navy Bill in the Reichstag, Herr Bethmann Hollweg, Imperial' Chancellor, said he was convinced none of the great Powers were seeking a quarrel with Germany, though there was a danger of iihe nation being driven to war by a noity fanatical minority. It would bo disastrous if they returned to the principle of meeting'naval expenditure by loan moneys.
