VESSELS BLOCKED IN THE BOSPHOROUS PROPOSAL TO RE-OPEN THE CHANNEL DECLINED. (Received April 24, 8.10 a.m.) CONSTANTINOPLE, April 23. The Government has proposed reopening a narrow channel between, the mines and.the Dardanelles for the use of shipping, but the commander of the forts declined to - take the responsibility while Italian warships are in the Archipelago.
